बदरीनाथ-केदारनाथ सहित चारधाम में ई-पास नहीं तो क्या नहीं होंगे दर्शन? यहां कराएं रजिस्ट्रेशन

हाईकोर्ट की अनुमति के बाद सरकार ने बदरीनाथ-केदारनाथ सहित चारधाम यात्रा शुरू तो कर दी है, लेकिन रजिस्ट्रेशन की जटिल प्रक्रिया ने तीर्थयात्रियों की मुश्किलों को बढ़ा दिया है। जो यात्री दर्शन के लिए आ चुके हैं, उन्हें कई कई दिन तक रजिस्ट्रेशन के लिए इंतजार करना पड़ रहा है। हरिद्वार, ऋषिकेश में अब तक कई यात्री ई रजिस्ट्रेशन न होने के कारण वापस लौट गए हैं।

 

यहां पंजीकरण जरूरी है
चारधाम यात्रा को उत्तराखंड से बाहर के श्रृद्धालुओं को देहरादून स्मार्ट सिटी पोर्टल http://smartcitydehradun.uk.gov.in  में रजिस्ट्रेशन अनिवार्य है। ई पास को देवस्थानम बोर्ड की वेबसाइट www.devasthanam.uk.gov.in या http:// badrinah- Kedarnath.uk.gov.in   पर भी रजिस्ट्रेशन किया सकता है। प्रत्येक श्रद्धालु  को कोविड नेगेटिव रिपोर्ट अथवा  वैक्सीन की डबल डोज लगी होने का सर्टिफिकेट जमा करना है। उत्तराखंड  प्रदेश के लोगों को स्मार्ट सिटी पोर्टल में पंजीकरण की आवश्यकता नहीं है।

यदि ई पास बनाने वाले श्रद्धालु नहीं आते हैं, तो स्थानीय स्तर पर डीएम दूसरे लोगों को पास जारी कर सकेंगे। नई व्यवस्था के आदेश दे दिए हैं। हालांकि कुल संख्या वही रहेगी, जो हाईकोर्ट ने चारों धामों के लिए तय की है। उसमें किसी भी तरह का कोई बदलाव नहीं होगा।

पंजीकरण में दिक्कत
चारधाम यात्रा के लिए पोर्टल से ई-पास ही जारी नहीं हो रहा है। जिस कारण चारधाम यात्रा की होटल से लेकर तमाम बुकिंग कैंसिल करनी पड़ रही है। अगले 10 दिनों तक किसी भी धाम की कोई बुकिंग नहीं है। ई-पास ही नहीं मिलने से हरिद्वार से गया 170 लोगों का जत्था भी वापसी के कगार पर है। ट्रेवल्स एसोसिएशन के महामंत्री सुमित श्रीकुंज ने बताया कि ई-पास न मिलने पर कई यात्री अभी तक लौट चुके है। पुणे से आए नंद कुमार ने बताया कि सरकार को पोर्टल पर रजिस्टेशन बंद कर देना चाहिए।

बिना ई-पास परेशानी
चार धाम यात्रा के लिए बदरीनाथ, हेमकुंड यात्रा पर आने वाले यात्रियों की परेशानी ई पास को लेकर है। 40 प्रतिशत यात्री ईपास बनाने के बाद नहीं आए और जो यात्री ई पास नहीं बना पाये हैं, वो यात्रा पर आ गये हैं। अब उन्हें वापस जाना पड़ रहा है। पहले से जिनके नाम ई पास जारी हुये हैं और यात्रा पर नहीं आ सके, उनके स्थान पर अन्य लोगों को ई पास जारी नहीं हो रहे हैं। यात्री जत्थे के कुलविन्दर सिंह, सिमरन जीत कौर ने कहा कि कोविड जांच के प्रपत्र श्रीनगर, ऋषिकेश में ही देखे जाएं।

स्लॉट फुल बताने से परेशान रहे यात्री
चारधाम यात्रा के पहले पड़ाव तीर्थनगरी ऋषिकेश के चारधाम यात्रा बस टर्मिनल कंपाउंड में मध्यप्रदेश के भोपाल और गुना से आए यात्री परेशान रहे। वे देवस्थानम बोर्ड की वेबसाइट पर ई-पास के लिए ऑनलाइन पंजीकरण करवा रहे थे, लेकिन वेबसाइट ई-पास का स्लॉट फुल बताकर पंजीकरण नहीं कर रहा। ई-पास के बिना यात्रा नहीं कर सकते, लिहाजा यात्री बार-बार साइट पर पंजीकरण का प्रयास कर रहे हैं। तीन घंटे बीतने के बाद भी पंजीकरण नहीं हुआ।

इसी बीच एआरटीओ प्रवर्तन पंकज श्रीवास्तव मौके पर पहुंचे उन्होंने यात्रियों की समस्या सुनी। लेकिन उन्होंने देवस्थानम बोर्ड का मामला बताते हुए हाथ खड़े कर दिए। भोपाल से आयी सोनाली साहू ने बताया कि माता पिता के साथ पहली बार चारधाम यात्रा के लिए आयी थी। उत्तराखंड सरकार की अव्यवस्था के चलते धामों के दर्शन के बिना वापस लौटना पड़ रहा है। अन्य यात्री भी मायूस होकर घर लौट गए।

ज्यादा पंजीकरण से यात्री परेशान
उत्तरकाशी। चारधाम यात्रा पर आने वाले तीर्थ यात्रियों को खासी परेशानी रजिस्ट्रेशन, ई पास, ग्रीन कार्ड बनवाने को लेकर हो रही है। यात्रियों का कहना है कि उन्हें यात्रा पर जाने के लिए पांच से छह रजिस्ट्रेशन कराने पड़ रहे हैं। यात्रियों ने जगह-जगह हो रही जांच व धामों में दर्शन के लिए तय की गई सीमित संख्या पर भी नाराजगी व्यक्त की है। कहा कि एक धाम में दर्शन तो हो रहे हैं, लेकिन दूसरे धाम के दर्शन के लिए सप्ताह भर इंतजार करना पड़ रहा है। यात्रियों का कहना है कि चारों धामों की यात्रा का रजिस्टे्रशन स्मार्ट सिटी पोर्टल पर ही हो।

श्रद्धालुओं के सुझाव
-चारधाम दर्शन के लिए पंजीकरण संख्या को बढ़ाया जाए
-ई-पास के बावजूद न आने वालों की जगह दूसरे यात्रियों को मिले दर्शन मौका
-ई पास की जगह बस टर्मिनल पर बायोमीट्रिक रजिस्ट्रेशन की सुविधा बहाल की जाए
-कोविड 19 के दस्तावेजों की जांच के लिए सरल व्यवस्था हो
-वाहनों का टैक्स माफ होने को पोर्टल पर अपडेट किया जाए

आरोप: बिना ई-पास यात्रा कराने के 30 हजार मांगे
देवस्थानम बोर्ड की वेबसाइट पर ई-पास का स्लॉट फुल आ रहा है, लेकिन चारधाम यात्रा बस टर्मिनल कंपाउंड में कुछ ट्रेवल एजेंट तीर्थयात्रियों को मुहंमांगी रकम देकर यात्रा कराने का झांसा दे रहे हैं। गुरुवार को इस तरह के मामले का खुलासा भोपाल से अपने माता पिता के साथ पहली बार चारधाम यात्रा पर आयी सोनाली साहू ने किया। सोनाली ने बताया कि ई-पास पंजीकरण नहीं होने पर बस अड्डा परिसर में ही एक ट्रेवल एजेंसी गई। ट्रेवल एजेंट को आपबीती बतायी।

सोनाली ने बताया कि ट्रेवल एजेंट ने कहा कि एक व्यक्ति के 10 हजार रुपये लगेंगे। यानी के तीन लोगों के 30 हजार। बिना ई-पास के ही दो धाम की यात्रा करा दूंगा। इसकी शिकायत सोनाली ने लिखित रूप से एआरटीओ प्रवर्तन से की है। एआरटीओ प्रवर्तन पंकज श्रीवास्तव ने बताया कि इस तरह की शिकायत मिली है। पत्र को एसडीएम और पुलिस क्षेत्राधिकारी को प्रेषित कर दिया गया है। कार्रवाई के लिए वे ही अधिकृत हैं।

स्वास्थ्य सुविधा केंद्र नहीं खुला 
चारधाम यात्रा शुरू हुए पांच दिन हो गए हैं, लेकिन तैयारियां अधूरी हैं। ऐसे में यात्रा पर आने वाले तीर्थयात्रियों को समस्याओं का सामना करना पड़ेगा। हैरत की बात यह कि चारधाम यात्रा बस टर्मिनल कंपाउंड में अभी तक यात्री स्वास्थ्य सुविधा केंद्र भी नहीं खुल पाया है। यात्रा प्रशासन संगठन के व्यैक्तिक सचिव एके श्रीवास्तव ने बताया कि शनिवार तक स्वास्थ्य केंद्र खुल जाएगा।

सुचारु नहीं हुआ तीर्थयात्री सहायता केंद्र 
एसडीएम ऋषिकेश के आदेश के दो दिन बाद भी चारधाम यात्रा बस टर्मिनल कंपाउंड में तीर्थयात्री सहायता केंद्र सुचारु नहीं हो सका है। केंद्र में पर्यटन, पुलिस, परिवहन, नगर निगम का काउंटर लगना था और सभी विभागों के कर्मचारियों की ड्यूटी लगनी थी, लेकिन अभी सेवा शुरू नहीं हो पाई है। एसडीएम अपूर्वा पांडेय ने बताया कि यात्रा प्रशासन संगठन का जवाब तलब किया जाएगा।
